Hosting a website is actually quite a simple process... if you know what you're doing, that is!
Historically, I have walked clients through the domain name registration and hosting set-up procedures, as I am not going to ask clients for their credit card information in order to set things up in their name. I also don't think it is right to set their sites up in my own name, although many web designers do this as a way to have final control over a client's website.
I will help you come up with a domain name, walk you through the hosting plan purchase process, and then once you have a username and password for your hosting plan, I will log in and set things up for you.
Hosting will then be billed directly by the hosting company directly to you. I will only need to log in in order to set up your email addresses and to set up a special password for FTP (so I have a way of uploading files to the server). Otherwise, it is your account, in your name, and you are responsible for paying your hosting bill.
Most web designers who offer web hosting are not actually hosting your site themselves (e.g. they don't own their own servers). Usually they are affiliates of larger hosting companies and offer packages that they set up through the larger company. This is a legitimate business, but I never wanted to go into the hosting business. I prefer to spend my time designing and programming, not troubleshooting hosting issues, although I do spend considerable time helping you get set up.
I currently use Godaddy for all of my personal hosting needs. They are affordable, and so far their support team has been friendly and fast.
